Draft guideline for boards of directors and the management in independent government organisations

Every organisation needs to respect a set of relevant basic rules on corporate or good governance. Today, partly in view of its growing impact, the Flemish government too cannot escape the duty to develop a set of relevant recommendations for its externally autonomous agencies and to ensure that these 'public governance' principles are effectively applied in practice.
In order to start the debate on this, MOVI, in cooperation with GUBERNA (the Institute for Directors), has taken the initiative to develop a draft code with a set of principles and recommendations on corporate governance for externally autonomous agencies (EFTAs).
The draft code should be seen as a refinement of the Better Governance Framework Decree and has been prepared in accordance with its provisions. The draft code is composed of a number of principles that form the pillars on which sound governance within each externally autonomous agency should rest.
